‘Fast-track’ sought for affordable housing

Developers of a 48-unit affordable single-family housing project in Waikapu are seeking “fast-track” approval for the project by the County Council, which will review the development Wednesday in its Land Use Committee.

JES Corp., which is led by Jesse Spencer, developed the 411-unit affordable housing subdivision known as Waikapu Gardens and is the landowner and developer of the proposed project, Waikapu Gardens, Phase II, according to a news release from Council Member Robert Carroll, chairman of the Land Use Committee.

The development is proposed for 10.5 acres on East Waiko Road. The site is mauka of the intersection of East Waiko Road and Waiale Road and makai of the Waikapu Cemetery.

The project consists of 48 affordable single-family homes on lots ranging from 5,000 to 9,000 square feet and would be sold as house-and-lot packages. According to the application, proposed homes would include about 1,200 to 1,800 square feet in living area with three-bedroom/two-bath models and four-bedroom/ three-bath models.

The project also includes a 60,000-square-foot lot for a neighborhood commercial center.

All lots in the project would be offered at affordable prices to income-qualified households, the news release from Carroll said.

Under the proposal, house-lot packages would be priced for three income groups: Fourteen homes would be priced for families earning between 80 and 100 percent of Maui’s median income, 14 homes for families earning between 101 and 120 percent of median income, and 20 homes for families earning between 121 and 140 percent of median income.

The project has been submitted under the “fast-track” provisions of Chapter 201H, which allow the council to grant exemptions from statutes, ordinances, charter provisions and agency rules.

Carroll noted that the council has a 45-day window within which to act on the proposed project. It was transmitted to the council for review Monday, so the deadline is Oct. 10.

The committee will conduct a site inspection at 9 a.m. Wednesday, followed by a meeting in the Council Chambers at 11 a.m.
